The top U.S. and Russian diplomats are meeting in Rome in a new bid to ease tensions in Ukraine, but their latest talks are complicated by U.S. legislation calling for military aid to be sent to Kyiv forces fighting pro-Russian separatists in eastern Ukraine. U.S. Secretary of State John Kerry and his Russian Foreign Minister Sergei Lavrov were also to discuss the latest developments in the Middle East, including various proposals at the United Nations calling for creation of a Palestinian state. A tentative new cease-fire has been in place since last week in eastern Ukraine, with fighting greatly reduced. But legislation approved by the U.S. Congress could add a new point of contention to the Kerry-Lavrov talks. The measure calls for additional economic sanctions against Moscow and the delivery of up to $350 million in new military hardware to Kyiv's forces. U.S. President Barack Obama has yet to sign the legislation and has been reluctant to approve direct military aid to Ukraine. The U.S. State Department says there are no plans to send weapons or move beyond providing such non-lethal supplies as body armor and communications equipment.
